There are many names for this technique I believe and I shared a card last month featuring what I call the Black Out Technique with embossing folders but I couldn’t resist doing it again!
I used the Chelsea Floral 3D Embossing Folder from Simon Says Stamp.
I started by running the folder through my die cut machine with white cardstock and the embossing folder.

Then using small blending brushes, I went over the debossed areas using a rainbow of colors from Simon Says Stamp.
Next, I took a black ink pad and swiped it across the entire card front. The black ink will only catch the raised portions which in this case is the background.
Of course then adding splatters of white paint.

For the sentiment, I die cut Happy from White glitter cardstock and the smaller sentiment comes from the Happy Combos pack.

So colorful !
